Frank passed away peacefully at Luther court in Victoria, on October 17th, 2021. He was born in Mundare, Alberta on June 21st, 1938. Frank was predeceased by his first wife, the mother of his children, Betty; his parents, Frank Sr. and Elsie; and his dear sister, Lorna; and Dad O’Brien. He is survived by his loving wife, Donna; his sons, James (Melanie) and Frank Jr. (Jo); his daughter, Ann (Monty); Donna’s children, Deborah and Samuel; his much-loved grandchildren, Zachary, Kiera (Matt), Kiya and Cedar, Georgia and Alexandra (Dan), Melissa and Lyndsay; his great grandchildren, Steven, baby Oscar, Declin, Stephen, Charisma and Charlotte. He also leaves his loving sisters, Shirley, Betty Lee (John) and Kay; as well as numerous cousins, nieces, nephews and dear friends in Canada and in Yuma, Arizona where he spent many winters cycling and golfing.
Frank was eleven when his father passed away. His mother relocated the young family to Victoria where Frank graduated from Oak Bay High. He moved back to Alberta working for the maintenance department of the City of Red Deer. He operated his own gravel truck, then was employed by the City of Edmonton as a commercial insurance inspector, where he and Betty raised their family.
Frank was an intelligent, compassionate, caring husband, father, grandfather and dog lover who will have lasting effect on the lives of family, friends and his dog, Scooter. He was an athlete, cyclist, skier, curler, tennis player and golfer whose humour and dry wit will remain in the hearts of those he leaves behind. Frank was a current member of Voices in Motion Choir and St. Aidan’s Church.
A celebration of life will be held in the spring and his ashes are to be interred in his mother’s grave at Hatley Memorial Gardens.
A very special thanks to the caring staff of Luther Court and his caregivers over the past three years.
In lieu of flowers, donations may be made to Voices in Motion Choir, Alzheimer’s Association or Parkinson’s Society, all of which he was a member of at the time of his passing.

Knew Skip from High School Days. My condolences to all the members of his family and will miss him at family events and have missed him at the occasional Oak Bay dinners when he and Donna could come.
R.I.P.
We just want to say that we are very sorry that Frank is no longer with us..he was a lot of laughs and we enjoyed his company here in Osoyoos whenever he and Donna came to stay with us. He will be missed. Our condolences to you all and most especially to Donna and Scooter.

I have so many great memories of Skip and his sisters from the time they moved to Victoria and had the little Store and then to Foul Bay Road. He was a great guy and we had some terrific times from Willows school onto Oak Bay High . Condolences to Donna and the whole family
My condolences to all of Frank’s family. My parents and his were best friends, neighbours, and co-workers until their passing. His sisters Lorna, Shirley, Betty Lee and Kay were fortunate to have a very kind brother. My first memory of Skip was of him riding his bike, with Kay on the handlebars over to kindergarden on Oak Bay Avenue. We were classmates at Willows and graduates of Oak Bay High School. I have lots of memories of those happy days. Betty Lee has remained my loyal and loving friend. I heard about the happy travels of big brother and Shirley, Betty Lee and Kay. I hope the great-grandchildren will hear the tales of this wonderful family and know that Frank is remembered by many. He was a very compassionate person. He will be missed.

God bless Frank, my stepfather, sorry mom Donna , Gary and I also Melissa and my other children with Gary Paige and Jackson Lefebvre send our live and condolences to all Franks kids and his many family and friends as he was a wonderful man and such a wonderful hubby for my mom. They filled each other’s hearts with tons of love before his passing , love always Debra Trent. Your daughter by marriage and love for my dear mother Donna.
